ISLAMABAD — The Higher Education Commission (HEC) has officially launched the national HEC AI fellowship across 50 public and private universities in Pakistan, equipping 5,000 computer science and engineering scholars with funded research stipends, dedicated GPU cloud credits and industry residencies.
Announced jointly by the Higher Education Commission and the Ignite National Technology Fund, theRs4.5 billion programme aims to bridge the widening gap between academic computer science curricula and the rapidly evolving demands of the global artificial intelligence industry. Applications for the first cohort of the HEC AI fellowship opened on Monday across campuses in all four provinces, Azad Jammu & Kashmir and Gilgit-Baltistan.
University deans speaking to our Education and AI desks noted that while computer science enrolment has reached record highs, most university laboratories lacked the high-performance compute clusters needed to train or fine-tune modern transformer models.
Focusing on Regional Languages and Applied Problems
Rather than replicating generic foundation models, fellows selected under the programme are organized into four applied research tracks: Regional Language NLP (covering Urdu, Punjabi, Sindhi, Pashto and Balochi), Climate & Agricultural Forecasting, Diagnostic Medical Imaging, and Edge AI for Low-Bandwidth Devices.
"The HEC AI fellowship gives our brightest postgraduate students access to enterprise-grade H100 compute clusters right here in Pakistan, turning university thesis projects into deployable startup products and open-source datasets."
Dr. Ayesha Siddiqui, Professor of Computer Science at NUST Islamabad
Anchor universities—including NUST, LUMS, FAST-NUCES, UET Lahore, IBA Karachi, GIKI, NED University and IMSciences Peshawar—will serve as regional hub nodes, sharing dataset repositories and high-speed compute time with partner universities in smaller districts.
Industry Residencies and Commercialisation Grants
A defining feature of the HEC AI fellowship is its mandatory six-month industry placement. Every fellow is paired with an engineering mentor at a leading Pakistani software house or global technology partner to ensure academic models are tested in production environments.
What Fellows Receive Under the 2026 Programme
- Monthly Research Stipend: Competitive monthly funding for BS final-year, MS and PhD researchers working full-time on approved AI problems.
- Cloud GPU Credits: Up to $10,000 in provisioned GPU compute credits per research team via sovereign and partner cloud providers.
- Open-Source Benchmark Bounties: Cash awards for publishing verified open-source Pakistani datasets on Hugging Face and GitHub.
- Startup Seed Pathway: Top 50 commercialisable projects receive fast-track admission and Rs5 million seed grants via National Incubation Centers.
Education policymakers expect the HEC AI fellowship to produce a steady pipeline of AI architects and machine learning researchers, helping Pakistani universities climb global research rankings while supplying domestic tech exporters with specialized talent.
