MULTAN — The Ministry of IT and Telecommunication, working alongside provincial technology boards and the Pakistan Software Export Board (PSEB), has inaugurated 25 new solar-powered co-working hubs designed to help Pakistani freelancers in secondary cities scale their global digital earnings.
Spanning districts from Multan, Bahawalpur, Sargodha and Sialkot to Sukkur, Hyderabad, Abbottabad, Swat, Quetta and Gilgit, the facilities address the two biggest operational hurdles facing independent remote workers outside major metropolitan centres: power outages and unstable broadband. According to the Pakistan Software Export Board, registered Pakistani freelancers contributed more than $580 million in official foreign exchange inflows over the past four quarters.
Our Programming and Pakistan coverage has consistently highlighted how rising rents in Karachi, Lahore and Islamabad have encouraged software developers, UI/UX designers and AI automation specialists to build remote careers from their home districts.
Infrastructure Parity and Simplified Banking for Remote Talent
Each regional hub is equipped with dual-ISP 1 Gbps optical fibre connectivity, commercial solar-plus-lithium battery backup, podcast and video production booths, and on-site banking facilitation desks. Through a joint arrangement with the State Bank of Pakistan, workers at the centres can open Freelancer Digital Accounts within 48 hours and link them to international payment gateways.
"Talent in Multan, Swat and Sukkur has never been in question—what independent engineers lacked was enterprise-grade uptime during client sprint calls. Giving Pakistani freelancers reliable workspaces in their own cities keeps wealth circulating in local economies."
Hamza Butt, Central Coordinator at the Pakistan Freelancers Association (PAFLA)
Fiscal incentives remain a central pillar of the programme. Independent contractors who maintain an active PSEB certificate benefit from a reduced 0.25 percent final withholding tax on international service proceeds, compared to substantially higher slabs for unregistered recipients.
Moving Up the Value Chain: From Gig Work to Micro-Agencies
Training modules embedded within the 25 hubs focus on transitioning Pakistani freelancers from low-margin one-off gigs into retainer-based boutique agencies specializing in Shopify Plus development, full-stack Laravel and Next.js applications, AI workflow automation and technical SEO.
Key Features of the 2026 National Freelancer Hub Network
- Guaranteed 99.9% Uptime: Hybrid solar micro-grids and dual fiber-optic rings eliminate load-shedding disruptions.
- 0.25% Tax Facilitation: On-site PSEB and tax advisory counters assist with automated exemption certificate renewals.
- 40% Women's Quota: Dedicated safe workspaces, evening transport shuttles and mentorship circles for female freelancers.
- 10,000 Subsidized Seats: Co-working memberships offered at a 70% subsidy for verified early-career digital professionals.
With global remote hiring continuing to favour agile, specialized teams, policymakers estimate that empowering Pakistani freelancers across tier-2 and tier-3 cities could add an additional $400 million in annual export earnings by 2027.
